Amtrak Buffalo Passenger Station Replacement

JM Davidson Engineering, D.P.C. (JMD), as a subconsultant to Arcadis, is representing CSX Transportation (CSXT) during the construction of a new Amtrak Passenger Station in downtown Buffalo.  The station, located at Exchange Street, is currently a single track, serving both passenger and freight traffic.  As CSXT’s representative, JMD is providing design review and construction oversight to ensure the railroad freight intersects through the project corridor are maintained and that proposed work to replace the station will not impact the safe movement of trains.

The overall project is design-build coordinated by NYSDOT.  JMD is working closely with the design-build team, NYSDOT, Amtrak, and CSXT to provide review of design submittals to ensure all railroad requirements are incorporated into the design criteria and that the project conforms with CSXT engineering standards, and AREMA guidelines. 

JMD has been responsible for:

  • Review of contractor work plans for all construction activity that may potentially impact rail operations, to ensure the work allows for the safe movement of trains;
  • Review of the contractor’s construction safety plan and conduct safety audit inspections;
  • Complete site visits and project progress reporting;
  • Review construction schedules prepared by the contractor;
  • Use construction schedules to coordinate site activities between CSXT and NYSDOT’s design-build team, including railroad protection flagging, track construction, and signal construction to be performed by CSXT;
  • Monitor CSXT labor forces and expenses for progress compared to approved budgets and prepare monthly budget reports for CSXT review;
  • Assist with the development of legal agreements between CSXT and NYSDOT to cover perpetual maintenance at the train station and develop cost estimates for CSXT to provide support for NYSDOT maintenance operations.
