Niagara Falls Wastewater Treatment Plant Upgrades

In December 2017, the New York Department of Environmental Conservation (NYSDEC) issued a consent order directing the Niagara Falls Water Board (NFWB) to undertake numerous engineering evaluations to improve the Niagara Falls Wastewater Treatment Plant (NFWWTP) operations.  As a result of this, $27 million dollars in projects are being implemented at the plant.  The work is being designed by multiple engineering firms.  JM Davidson Engineering, D.P.C. (JMD), is subconsulting to several design firms, including AECOM and OBG.  

JMD was responsible for the following tasks:

Project 1 – Sedimentation Basin Upgrades

  • Perform structural evaluation of concrete sedimentation basins and recommend repairs
  • Design structural modifications for conversion to chain and flight sludge collection system, weir modifications, and sludge collection trough modifications
  • Design safety upgrades for railing and access points for mechanical equipment

Project 4 – Granular Activated Carbon/Filter Support Gravel Replacement

  • Assist with Environmental Facilities Corporation (EFC) reporting
Project 6 – Chlorine Contact Tank (CCT) Modifications
  • Design structural modifications to the concrete tank to improve influent chlorine mixing and support a proposed mixer and walkway grating
  • Modify site layout and design pipe conduit system to convey new sampling tubes from Effluent Sampling Building to five new sampling locations within the CCT
  • Design safety upgrades for railing and access points

Project 9 – Replacement of Sludge Pipes

  • Design the replacement for three sludge feed lines and four thickened sludge lines between the basement of the Sludge Building and the basement of the Thickener Building
  • Design pump bypass operations necessary for construction
  • Prepare full design plans, specifications, and estimate for bid
  • Provide bid phase assistance
  • Act as the local project representative during construction, providing part time inspection by technical staff and full time inspection by on-site construction inspection staff
